Dr. Peffley graduated from Fullerton Union High School (California) in 1990, before heading to the University of Oregon. In 1994, he earned a Bachelor of Science degree in Psychology. He then attended medical school at Chicago College of Osteopathic Medicine. He was a member of the Family Medicine Club, was class president all four years, and accepted a commission in the United States Navy for the last two years of school.

In May 2000, Dr. Peffley graduated from med school, earning his D.O. degree. He then traveled to Washington to complete his internship at Naval Hospital Bremerton. Instead of going straight through residency, he took a two year hiatus to be the general medical officer aboard the USS RAINIER (AOE 7). In 2003, he returned to NH Bremerton to complete his family medicine residency.

In 2005, Dr. Peffley became board certified in Family Medicine. His first assignment was as a physician at the Troop Medical Clinic located at the Kuwait Naval Base. When he returned stateside, he saw clinic, cared for hospitalized patients, and delivered babies in Newport, Rhode Island while attached to Naval Health Clinic New England. The last baby he delivered was his 4th child, Quinn.

Tired of being told how to practice medicine, LCDR Peffley resigned his commission in 2007. He hauled the family, mini-van and all, across the US to open a private practice. He designed a logo, rented a 750 square-foot office in Dallas, Oregon, and opened his doors on November 1, 2007. That day, he saw a grand total of one patient.

In addition to seeing clinic, he has been the medical director for the Dallas Retirement Village Health Center, the Chief of Medicine on the Medical Executive Committee at West Valley Hospital, and a member of the WVP Board of Governors. He is an active reservist in the US Navy. He has participated in several medical mission abroad and in-country. He was deployed to Cuba (2015-16), assigned to the Joint Medical Group, Joint Task Force Guantanamo Bay where he provided care for the detainees. Shortly after returning, he was promoted to Captain (O6) and completed a four-year assignment as the Navy Reserve Family Medicine Specialty Leader. He is currently assigned to Navy Reserve Medicine Training Command New England.

Personal History

Billy Peffley grew up in Fullerton, California with his parents, an older brother, and a younger sister. As a child he enjoyed Indian Guides with his dad, going to Angel games, and boogie boarding at Huntington Beach. After one season of wrestling, he played water polo and swam freestyle and backstroke for two years. He was the high school mascot during his senior year.

He started college at the University of Oregon’s Architecture Program. He quickly learned that being an architect was not for him. His best friend’s sister recommended he try a physiology course taught by Dr.Pat Lombardi. He loved it! His childhood pursuit of medicine was re-ignited, and he decided to knock out his pre-med requirements. He changed his major to Psychology. It might have been considered to be coincidence that this was the same major of that same girl.

When he wasn’t studying, Billy was enjoying football games at Autzen and basketball games at Mac Court. To get closer to the action, he became the Oregon Duck. He was the mascot for the football and men’s basketball teams for two years (1991-92 and 1993-94).

He also continued to court the girl he’d met his freshman year (Psych major sister of his best friend), and in 1995, married the Ashland, Oregon native. Together, they have lived in Eugene, OR, Chicago, IL, Bremerton, WA, and Newport, RI while collecting four children along the way.

In 2008, they officially made Dallas their home when they adopted a chocolate lab … Steve (RIP 2020). Steve left behind a tortoise named Chewy and brother black lab/golden retriever mixes … Kevin and Brian. The two oldest Peffley children are graduates of Dallas High School with the next set to graduate in 2023 and the last in 2025.
